Contracted bus operations

Regulatory framework

All local bus services in Germany operate under exclusive rights arising from licenses and or contracts. There is no 'on the road' competition as in the UK (outside London).

Political control of bus networks usually rests with Passenger Transport Authorities (PTAs).

Where bus services are contracted, bus operators are paid fixed sums per month or per KM by PTAs to operate services and there is limited exposure to passenger demand risk. Other bus services are contracted out by state owned bus and tram operators to private sub-contractors.
